Gladbrook-Reinbeck School Board

The Gladbrook-Reinbeck Board of Education met in regular session at 6:30 p.m. on Thursday, February 20, 2020 in the Junior High/High School Vocal Music Room in Reinbeck. Board members in attendance were: Douglas Rowe, president pro-tem in chair, Rod Brockett, Donovan Devore, Christine Farley, Susie Petersen, and Lisa Swanson. Absent was Matt Wyatt. Also present were Board Secretary Debra Oleson, Superintendent David Hill, Andrew McQuillen, Bradi Johnson, John Olson, Sam Rogers, Jennifer Wrage, Shaun Lehmann and Mark Vinsand. Mark Vinsand, Lime Energy representative, presented information to the board concerning an energy audit that was conducted and a program available to convert our lighting to LED. He presented the anticipated savings and explained how the program worked. The district doesn’t pay anything up front for the project but payments are made through our utility bills as the savings are realized. Contracts were for Paula Kelley as the High School Assistant Softball Coach for the 2020 season; Laura Seidl as the High School Head Softball Coach for the 2020 Season; Julie Frischmeyer as the Head Golf Coach for 2020 season; and for Brian Tscherter as the Junior High School Baseball Coach for the 2020 Season. Resignations were from Dennis Modlin as a district bus route driver, effective at the end of the 2019-20 school year; Debra Oleson as the School Business Official/Board Secretary-Treasurer effective September 30, 2020; and Bruce Bailey as High School Head Girls’ Basketball Coach effective February 20, 2020. In new business: Contract: Elementary Principal. After interviews were held for the elementary principal position, Mr. Hill recommended that a contract be offered to Shaun Lehmann for the 2020-21 school year. Motion by Devore, second by Farley to approve the 2020-21 contract for Shaun Lehmann as the Elementary (PK-6) Principal in the amount $77,000 and other benefits as recommended. Motion carried 6-0. The board discussed the energy report and the replacement of lighting in the district with LED fixtures.The board would like to have additional time to investigate other options for replacing the lighting and check references. No action was taken. Currently the district has just missed one day due to weather. The calendar set has designated the snow make-up day for this missed day on Monday, March 16th. The board discussed other options rather than just have school for one day that week. No action was taken. Presentation of the updated 5-year financial forecast: Mr. Hill presented the 5-year financial projections to the board. The projections are showing a very healthy district. The recommended target for the unspent authorized budget (UAB) is 5 to 15%, with a suggested maximum of 25%. The district’s UAB Ratio at the end of fiscal year 2019 is 28.5% with 24.5% projected for fiscal year 2024. Next regular meeting: The regular March meeting will be held on Tuesday, March 17, 2020 at 6:30 p.m. at the JH/HS in Reinbeck.
