Monday evening the Gladbrook City Council adopted Resolution 15-26 to grant Peterson Contractors a permit for non-conforming use of restricted residential property. The permit is for grading improvements along West 2nd St. The grading operations would produce waste material that would be used on an adjacent project outside of the City Limits of Gladbrook. Primary construction access to the property would be gained through an easement along the old railroad right of way that abuts the north end of the property. PCI would not be traveling on city streets. The Street Committee reserves the right to approve the finished project condition of the property. Tentative Resolution 15-27 was approved for the sale of .32 A to Growmark for real estate owned by the City of Gladbrook and located south of the current New Century FS agronomy facility at 2 Garfield St. Growmark, on behalf of New Century FS wants to purchase this parcel from the City of Gladbrook to construct a 60’x100′ seed and crop protection product warehouse for a cost of $3,800. Growmark would pay all other fees associated with the purchase. A public hearing will be held Monday, January 12 at 7 p.m. Melanie Carlson and Heather Thomas of French-Reneker Associates information as it relates to the wastewater treatment facility. The City of Gladbrook is under a compliance schedule with the IDNR for upgrades to the facility to meet effluent limits. During an analysis of the WWTR flows and loadings, it was noted flows often exceeded the design hydraulic loads of the treatment facility. The plan of action has been developed to assist the City in achieving the final compliance deadline. Cost of the total project is $1,350,000. The City has applied for a CDBG grant of $300,000 with the balance to be paid with an SRF loan. Anticipated completion date is April of 2016. The City anticipates increasing sewer rates to pay for the project. Engineer Mike Bearden went over the final construction punch list for the fire station/ambulance building. There are numerous items that need to be done before final approval is given with some not being done until the spring of 2015. Pay application #7 to Larson Construction for $127,952.87 less a 5% retainage of $6,397.65 was approved to be paid. Bearden said total retainage is $45,043.49. The inside finishing of the training room, restrooms and office will be done by Burnell Grimmius and other volunteers. A bill for supplies to Menard’s was approved for $9,153.30. Barb DeWitt was hired as assistant city clerk. She will work 10-12 hours per week at $10 per hour. Claims to Gladbrook Auto, Goos Implement, MLS and CGA that were not included in the consent agenda were approved. The City entered into a 5-year maintenance agreement with Municipal Pipe Tool Company of Hudson to maintain the sewers of the City at frozen prices. Total amount of work to be performed yearly by Municipal Pipe Tool Company will be a minimum amount of $3,000 per year. The Sheriff’s Department written report noted there were 26 calls for service during the month of November and 137.5 hours were spent within the city limits. Public Works Director Mark Lowry said the City needs to be looking at equipment and vehicle needs for the future. He was advised to do needs assessment and prioritize along with the street committee of Ben Goos and Scott Schmidt and get estimates so these items can be included in the 2014-15 budget. Mayor Keith Sash said the City received a $15,000 grant from Black Hawk gaming to be used in the purchase of a stand by generator at the new Fire and Ambulance building as well as a $3,000 grant from Tama County Foundation.
