Tama County Supervisors Larry Vest, Dan Anderson and Kendall Jordan met Monday morning for their annual organizational meeting. Supervisors hold their organizational meeting on the first legal meeting day of the New Year. Dan Anderson was chosen as Chairman of the Supervisors for the 2017 fiscal year with Larry Vest being chosen for the Co-Chair. County Auditor Laura Kopsa was authorized to pay postage, express freight, wages and salaries prior to being audited by the Board of Supervisors. The County Auditor will also be authorized to pay all claims as signed by a majority of the Board of Supervisors for the year 2017. The Tama News Herald, Tama, and the Traer Star Clipper, Traer, were both designated official newspapers for the County of Tama for the year of 2017. Banks designated for depositories for the year 2017 are State Bank of Toledo for the County Auditor for $20,000, State Bank of Toledo for County Recorder in the amount of $125,000. The County Sheriff’s office has State Bank of Toledo in the amount of $200,000, Farmer’s Savings Bank of Traer in the amount of $10,000, Great Western Bank of Gladbrook in the amount of $10,000 and the Lincoln Savings Bank, Tama in the amount of $25,000. The Code of Iowa Section 306.41 provides that “The Agency having jurisdiction and control over any highway in the State of Iowa, or the chief engineer of said agency when delegated by the agency, may temporarily close sections of a highway by formal resolution by formal resolution entered upon the minutes of such agency when reasonably necessary because of construction, reconstruction, maintenance or natural disaster and shall cause to be erected ROAD CLOSED signs and partial or total barricades in the roadway at each end of the closed highway section and on the closed highway where that highway is intersected by other highways. Supervisors passed resolution 1-3-2017A stating the Tama County Engineer Lyle Brehm be authorized to close Tama County Secondary Roads as necessary with the actual dates of closure to be determined by the County Engineer for Construction: Any project as described in the approved “Tama County Secondary Road Construction Program” for the year 2017 and any approved supplements. Also for Emergency Closure of any road for maintenance purposes; Any route deemed necessary by the County Engineer. Resolution 1-3-2017B was approved stating the Tama County Board of Supervisors resolves to authorize the County Treasurer to deposit county funds in the following banks and set the amount as follows. Iowa Public Agency Investment Trust, Des Moines in t he amount of $3,000,000. State Bank of Toledo in the amount of $12,000,000. Dysart State Bank in the amount of $2,000,000. Chelsea Savings Bank of Belle Plaine, Clutier and Traer in the amount of $2,000,000. Lincoln Savings Bank, Tama in the amount of $13,000,000. Great Western Bank of Gladbrook in the amount of $3,000,000. United Bank and Trust of Marshalltown in the amount of $3,000,000. Chairman Dan Anderson made the following appointments. County Buildings (Including Care Facility) and Landfill Commission and the Tama County Economic Development Commission the entire Board. Decat Executive Board (DHS), DHS Advisory Board, Livestock Evaluation, 6th Judicial District, Tama County Day Care (dba Kids Corner Daycare, Inc.), Local Emergency Planning Committee (LEPC), and SATUCI for Dan Anderson. Kendall Jordan has been appointed to serve on County Emergency Management Agency (EMA), Farm Administration, County Farm Rental, Alternate for Livestock Evaluation, Alternate for County Board of Health services, Alternate Trustee for Heartland Insurance, Tama County Daycare (dba Kids Corner Daycare Inc.), Northeast Iowa Response Group (NIRG), R.C.& D. Commission (D.M.R. & U.S. Fish & Wildlife), Region VI Planning Commission, Workforce Development, Local Emergency Planning Commission (LEPC), and alternate for County Social Services Region (CSS) and Early Childhood Iowa (County Auditor as Fiscal Agent). Larry Vest will serve on Early Childhood Iowa, Tama County Board of Health, Trustee for Heartland Risk Pool Insurance, Central Iowa Juvenile Detention, Local Emergency Planning Committee, County Social Services Region (CSS), and alternate for Northeast Iowa Response Group. Tammy Wise was appointed to Health Insurance (Contact person for Insurance Information) and Healtland Insurance Coordinator. Safety coordinators for Risk Pool Insurance include Lyle Brehm, County Engineer, Ron Green and Doug Carlson (Road Department), Craig Wise (Conservation), David Sherwood (Landfill), Laura Kopsa, Mindy Benson (emergency management), and Dirk Henle (Maintenance Supervisor) Henle will also serve as ADA Coordinator. It was further agreed if for any reason the Chairman is unable to act, the other members of the Board of Supervisors may act in his behalf. Other appointments include Lyle Brehm for County Engineer, Tami Frakes, CPC, for Coordinator of Disability Services, Dr. David Bethel M.DL for Medical Examiner, Michael McCune M.D. as Deputy Medical Examiner, Medical Examiner Investigators Brian Ellenbecker, Deputy Sheriff, Greg Johnson, Toledo EMS, Bruce McEltree and DalLynn McEltree both of Toledo, Bruce Rhodes, Deputy Sheriff. Relief Director and Veterans Affairs will be Elizabeth Ledvina, Weed Commissioner Dirk Henle, Zoning Administrator Jerry Witt. Days set for County offices to be closed during the year 2017 are Monday February 20 for Presidents’ Day, Friday April 14 for Good Friday, Monday May 29 for Memorial Day, Tuesday July 4 for Fourth of July Day, Monday September 4 for Labor Day, Friday November 10 for Veterans Day, Thursday and Friday November 23 and 24 for Thanksgiving, Friday December 22 and Monday December 25 for Christmas eve and Christmas Day, Monday January 1, 2018 for New Years Day. It was voted unanimously to continue to hold meetings every Monday at 9:30 a.m. as a regular meeting day. Resolution 1-2-2017C (Construction Evaluation) was approved. This states Iowa Code section 459.304(3) sets out the procedure if a board of supervisors wishes to adopt a “construction evaluation resolution” relating to the construction confinement feeding operation structure only counties that have adopted a construction evaluation resolution can submit to the Department of Natural Resources (DNR) an adopted recommendation to approve or disapprove a construction permit application regarding a proposed confinement feeding operation structure. Only counties that have adopted a construction evaluation resolution and submitted an adopted recommendation may contest the DNR’s decision regarding a specific application. By adopting a construction evaluation resolution the board of supervisors agrees to evaluate every construction permit application for a proposed confinement feeding operation structure received by the board of supervisors between February 1, 2017 and January 31, 2018, and submit an adopted recommendation regarding the application to the DNR. The Board of Supervisors must conduct an evaluation of every construction permit application using the master matrix created in Iowa Code section 459.305, but the board’s recommendation to the DNR may be based on the final score on the master matrix or may be based on reasons other than the final score on the master matrix. In other business County Lyle Brehm gave a road projects report and presented a contract with the DOT for resurfacing Highway E49 from the Marshall County Line to east of Montour. The work contract will be with Manatt’s for $2,544,848.33. The last date for the beginning of the project falls on June 19. Sheriff Dennis Kucera was approved for a 28E agreement between the Tama County Sheriff’s office and Cedar Rapids for The Sharing of Cedar Rapids Properties for Training Purposes Claims approved for payment came to $75,317.61.

Tama County Supervisors Kendall Jordan, Dan Anderson and Larry Vest met Monday morning and accepting the audit of Tama County they have received. There were no recommended changes. On the agenda was action on the recommendation of the Tama County Compensation Board . After a little discussion it was decided to not take action at this meeting. The recommendation will be considered and brought up again at a later date. John Ernest Distillery applied for renewal of their liquor license. This was approved. John Ernest Distillery and Winery is located at 3291 N Avenue, east of Tama. The supervisors voted unanimously to renew the license. The first United Brethren Church on East High Street has been working on getting the church on the National Registry of Historic Places. Tama County Supervisors approved the application request for this designation. Claims approved for the past week came to $85,201.81.
