Tama Co. Supervisors

By Joyce Wiese At the regular meeting of the Tama County Board of Supervisors, Second District Supervisor Kendall Jordan was elected as Chairman of the Supervisors for the 2016 year. Third District Dan Anderson was appointed as vice-chairman. Out going chairman is first district supervisor Larry Vest. County Auditor Laura Kopsa was authorized to pay postage, express freight, wages and salaries prior to being audited by the Board of Supervisors. Kopsa was also authorized to pay all claims as signed by a majority of the Board of Supervisors in the year 2016. The Tama News Herald of Tama, and the Traer Star Clipper of Traer were designated official newspapers for Tama County for the year 2016. Designated depositories for the 2016 year were County Auditor for $20,000, County Recorder for $125,000, and County Sheriff for $200,000 all at the State Bank of Toledo in Toledo. The County Sheriff also has $10,000 at the Farmer’s Savings Bank in Traer, $10,000 at the Great Western Bank in Gladbrook and $25,000 at the Lincoln Savings Bank in Tama. A resolution was also approved authorization for the County Treasurer, Michelle Yuska, to deposit county funds in the following banks in the amounts designated. Iowa Public Agency Investment Trust from Des Moines in the amount of $3,000,000; State Bank of Toledo, Toledo, $12,000,000; Dysart State Bank, Dysart, $2,000,000; Chelsea Savings Bank at Belle Plaine, Clutier and Traer for $2,000,000; Lincoln Savings Bank, Tama, $13,000,000, Great Western Bank, Gladbrook $3,000,000; United Bank & Trust, Marshalltown, $3,000,000; Appointments made for the year include County Buildings (including Care Facility), Tama County Economic Development Commission, Tama County Mental Health and Landfill Commission all by the complete board. Third District Supervisor Dan Anderson was appointed to the Decat Executive Board (DHS), DHS Advisory Board, Livestock Evaluation, 6th Judicial District, Tama County Day Care (dba Kids Corner Daycare, Inc.) and SATUCI. First District Supervisor Larry Vest was appointed to Early Childhood Iowa (County Auditor as Fiscal Agent), Board of Health Services, Health Insurance Advisory Group Heartland Risk Pool Insurance County Trustee, Central Iowa Juvenile Detention, Local Emergency Planning Committee (LEPC) , County Social Services Region (CSS), and alternate to Northeast Iowa Response Group. Second District Supervisor and newly elected Chairman Kendall Jordan will serve as an alternate for Early Childhood Iowa, County Emergency Management Agency (EMA), Farm Administration, County Farm Rental, Livestock Evaluation alternate, Board of Health Services alternate, Heartland Insurance alternate trustee, Tama County Day Care (Kids Corner), Northeast Iowa Response Group (NIRG), R.C.&D. Commission (D.N.R. & U.S. Fish and Wildlife), Region VI Planning Commission, Workforce Development, Local Emergency Planning Committee, and alternate for Central Iowa Juvenile Detention and County Social Services Region. Lyle Brehm was reappointed as County Engineer for Tama County. Lyle Brehm, county engineer and Maintenance Supervisor Dirk Henle were appointed as Safety Coordinator-Risk Pool. Insurance. Henle was also appointed as ADA Coordinator. Dr.David Bethel, M.D. was appointed as Medical Examiner and Michael McCune, M.D. as Deputy Medical Examiner. Medical Examiner Investigators are Brian Ellenbecker, Deputy Sheriff, Greg Johnson, Toledo EMS, Craig Karr, Meskwaki Police Department, John Carr, Tama Police Department, Bruce McEltree, Toledo, DalLynn McEltree, Toledo and Bruce Rhodes, Deputy Sheriff. Relief Director and Veterans Affairs will be Elizabeth Ledvina, Weed Commissioner will be Dirk Henle, and Zoning Commissioner Jerry Witt. A resolution was approved for temporary road closures of a highway when reasonably necessary because of construction, reconstruction, maintenance or natural disaster, and shall cause ROAD CLOSED signs and partial or total barricades in the roadway at each end of the closed section and on the closed section where the highway is intersected by other highways. County Offices will be closed to observe holidays on Monday February 15 for Presidents’ Day, Friday March 25 for Good Friday, Monday May 30 for Memorial Day, Monday July 4 for July 4th, Monday September 5 for Labor Day, Friday November 11 for Veterans Day, Thursday and Friday November 24 and 25 for Thanksgiving, Friday December 23 for Christmas Eve, Monday December 26 for Christmas and Monday January 2, 2017 for New Year Day. It was unanimous to hold regular Supervisor meetings on every Monday at 9:30 a.m. unless it is changed for some reason. Supervisors approved all Department Heads to appoint staff in their offices. A Construction evaluation resolution was approved. This sets out the procedure if a board of supervisors wishes to adopt a “construction evaluation resolution” relating to the construction of a confinement feeding operation structure. Only counties that have adopted a construction evaluation resolution can submit to the Department of Natural Resources an adopted recommendation to approve or disapprove a construction permit application regarding a proposed confinement feeding operation structure. Only counties that have adopted a construction evaluation resolution and submitted an adopted recommendation may contest the DNR’s decision regarding a specific application. By adopting a construction evaluation resolution the board of supervisors agrees to evaluate every construction permit application for a proposed confinement feeding operation structure received by the board of supervisors between February 1, 2016 and January 31, 2017, and submit an adopted recommendation regarding that application to the DNR. The Board of supervisors must conduct an evaluation of every construction permit application using the master matrix created in Iowa Code, but the board’s recommendation to the DNR may be based on the final score on the master matrix or may be based on reasons other than the final score on the master matrix. The board met with Nick Podhajsky from Traer who serves on the Compensation Board. Podhajsky gave the report from the Compensation Board, the recommendation being a wage increase for the County Attorney of four (4) percent, five (5) percent each for the County Auditor, County Treasurer, County Recorder and the County Sheriff, and the Superviosrs a three and one–half (3.5) percent raise. The board acknowledged the recommendation and said they would discuss the recommendation soon. A Utility permit was approved for Grundy County REC to do some work in northern Tama County. Claims approved for the week came to $113,269.01.
