Letter to the Editor-Dean Fisher
Letter to the Editor, In the July 29 edition of the Toledo Chronicle and other Tama county papers Rep. Mark Smith of Marshalltown commented in reference to the governor’s veto of $56 million in one-time funds for our K-12 school system that “I hope Representative Dean Fisher will do what’s best for the kids in Tama County by joining me to overturn the Governor’s veto in a special session”. I am disappointed in the governor’s veto. The additional money would have helped our rural schools in particular by providing funds specifically targeted for one-time expenditures such as text books, library books, transportation costs, other instructional materials and equipment, and educational initiatives. I voted for the additional school funding when the bill came before the House Appropriations committee, and I voted for it again when the bill was before us on the floor of the House. I also called for a special session and veto over-ride within a few days after the veto was issued. Unfortunately, I, and my colleagues of the same viewpoint, did not prevail. A special session and veto over-ride both require a 2/3 super-majority of each chamber. It is clear that level of support does not exist in the House or Senate. It might be instructive to look at some of the other facts surrounding this appropriation bill. The bill, House File 666, passed the House eighty-seven to four with nine members not present. All fifty-four of the Republicans present voted for the bill, however only thirty-three Democrats voted in favor. All four votes against this bill came from Democrats (Rep.’s Hunter, Isenhart, Steckman, and Winckler.) Now these same four Democrats have apparently joined in the call for a veto over-ride. It’s odd that when these four had the opportunity to support the bill, they voted no. But now that the governor has vetoed the bill these Democrats favor passing the bill they voted against . Perhaps Rep. Smith can explain this inconsistency in his next letter to the editor. Regards, Rep. Dean Fisher
