The Gladbrook City Council held their monthly meeting on April 14 at 7:00. The meeting began with the approval of the consent agenda. A public hearing followed about the Urban Revitalization Plan Amendment No. 1. The council agreed that the amendment was a good plan for residentials, but wasn’t the most beneficial for businesses. At 7:09 the item was closed and the SRF Loan opened up for discussion. The loan would not exceed $1,400,000 for the Lagoon Project. In old business, Scott Schmidt was appointed to replace Dan Dewitt on the Street, Sewer, and Fitness Center Committees. The council quickly moved on to new business and talked about topics regarding the Lagoon Improvement Project. Larry Burger of Speer Financial was selected as Gladbrook’s Munincipal Advisor for SRF Notes. Res. 15-48 instituting proceedings to take additional action to not exceed $1,400,000 Sewer Revenue Capital Loan Notes was approved. Res. 15-49 approving/authorizing intern loan and disbursement agreement between Gladbrook and IFA for issuance and payment of $90,000 Sewer Revenue Capital Loan Notes Anticipation Project Notes Series was also approved. This resolution is specifically for planning and design that will be borrowed at 0% interest for three years with no activation or service charges. It was approved to pay $7,000 for Res. 15-43 French-Reneker Claim. Res. 15-44 Urban Revitalization Amendment No. 1 was approved. John Clausen from Trees Forever spoke at the meeting, declaring that Arbor Day will be the last Friday in April. Dennis Kucera then gave the police report. There have been 28 service calls. Items regarding the Fire and Ambulance Building were next on the agenda. It was introduced and approved to transfer $15,120 from the Sewer Fund to Fire/Ambulance project for sanitary improvements including a dump station, sewer extensions, and manholes. Res. 15-46 fund transfer of $9,873.85 from general fund to the capital project fund for interior expenses was also approved. After much discussion, it was approved to pay $21,000 for the emergency general claim to Interstate Power. Paying of the sign claim to Sign Creations for $3,542.12, electrical claim to Troy’s Electric for $2,750.00, rock claim to MLS Transfer for $278.91, and Dewitt Heating and Cooling for $8326.60 was approved. It was also approved to pay $518.02 for Napa Claims. Mark Lowry briefly spoke about street repair bid preparation and discussion. In regards to the Grand St. Bridge, council approved an Engineering Contract with French-Reneker. The Associates Professional Services Agreement is between Gladbrook and French-Reneker and also includes a sub agreement between FRA and CGA. This includes designs for boxes. There was no action taken with Growmark/ New Century Farm Services property purchase update. The next item of business was the Development of Building Demolition Ordinance/Permit. This would create rules for demolition within the city. A policy for pre-payment for cost of special meetings was discussed. The policy was developed, and people calling for the special meeting will pay the council members. Issues related to the school closing were discussed, including the sharing agreements the city currently has with Gladbrook-Reinbeck CSD. There are four 28 E Agreements with the pool, fitness center, daycare, and sign. In Public Works, Mark Lowry spoke on the Lagoon Project. He also said the fire department has officially moved in and the ambulance will be moving in soon. There was much discussion regarding the storm and tornado sirens. Action has been requested by members of the council. Mike Bearden expressed his concern with not having a sign on 96 alerting drivers of the fire/ambulance station. He has been trying to get in touch with the DOT to get a sign. Council members also thought it would be a good idea to create no parking zones around the Baumeier’s and the west driveway of the station. Lori Bearden will have the preliminary budget amendment for FY 14-15 approved at the May meeting. The meeting was finally adjourned at 8:38.
