Jan Quint with a group of Tama County residents living in the Hickory Hollow area were present with a petition for paving a road in Geneseo Township. On 115th Street, hard surfaced road runs to about 800 feet west of Highway 21, and then turns to gravel. The group asked to have this area paved. County Engineer Lyle Brehm was present and explained Tama County’s policy that was approved in 2007 on upgrading roads. The policy then was passed with the intent to upgrade some dirt roads to gravel. Brehm stated the policy was the county would do up to $2000.00 work on the project and then the surrounding residents would be responsible for the remainder of the project. The county would maintain the road, and after five years the road would be turned over to Tama County. No final decision was made at this time. The purpose of this request was for safety as several children from the Hickory Hollow gets on the school bus at this area, and they have a lot of dust to put up with. County Attorney Brent Heeren was present to ask for direction on a settlement of a potential litigation concerning an old restitution claim. The board went into closed session to discuss the problem, and then voted to allow Heeren to negotiate the settlement. County Auditor Laura Kopsa told supervisors she had a meeting with Windstream recently. Windstream will not be using the tower in the courtyard as they are going to a different source for their internet services. When Windstream used the tower, Internet services were free to the county. Under the new service, It will cost the county approximately $18,000 a year for internet services. This would not have an effect on the county until May 2016. A service agreement was approved by the supervisors for the change. A resolution for a mutual agreement was approved between Tama County and County Social Services 28 E. Tama County Supervisors deemed it in the best interests of Tama County to provide staff and office space to County Social Services as provided for under the Intergovernmental Agreement Creating County Social Services as of April 1, 2014. This would efficiently and effectively provide the Mental Health and Disability Services mandated by the Code of Iowa for member counties. County Social Services may also provide other social services including but not limited to Medicaid Targeted Case Management, general assistance, children services, substance abuse services and any county funder social service program or county function as contracted from member counties. Tama county is the employer of record and will provide the associated human resource polices, insurance and benefits to all full time employee positions designated and funded by County Social Services. Tama County, as the employer of record, retains the authority to make all final decisions on hiring, termination and discipline associated with these positions. County Social Services will train, supervise, support, direct work and evaluate performance and assist with hiring, termination and discipline to the extent directed and approved by Tama County Supervisors. County Social Services will reimburse direct occupancy and operating cost for the delivery of Mental Health and Disability and Targeted Case Management Services that is within the County Social Services approved annual budget associated with full time employees designated. County Social Services will not pay rent to member counties or reimburse any indirect costs mutually provided to other county departments. Any local equipment or supply purchases approved by County Social Services become the property of Tama County but may be reallocated as needed between member counties in coordination with representative member county Auditors. Based on mutual agreement the parties to agree to provide coverage to Tama for Mental Health and Disability Services and to assume management of Tama County Targeted Case Management, effective April 1, 2015, county funded substance abuse services and children’s protective services. County Social Services and Tama County agree to provide the following positions as a percentage of the full time employee. Case Managers full time will be Emily Babinat, Tammi Frakes and Jammie Riffey. Office Manager will be Tammy Wise at .80 , Administrative Assistant Tiffany Richards and Libby Reekers as Mental Health Advocate, both half time. Either party upon sixty days written notice may terminate this agreement at any time. Claims approved for payment for the past week came to $173,173.33.
