Tama County Supervisors Dan Anderson, Kendall Jordan and Larry Vest met Friday morning as required for the 2015 Organizational meeting. Dan Anderson, present chairman, asked for a motion for nominating a new Chairman for the year 2015. Kendall Jordan nominated Larry Vest, all voting aye. Vest then nominated Kendall Jordan as Vice Chairman, all voting aye. Vest then took over chairing the meeting. Approval was made to authorize the County Auditor to pay postage, express freight, wages and salaries prior to being audited by the Board of Supervisors. Also that the County Auditor be authorized to pay all claims as signed by a majority of the Board of Supervisors in 2015. Official newspapers approved for 2015 were the Tama News Herald and the Traer Star Clipper, the same as for the previous year. A Resolution was approved for Temporary Road Closing. The Code of Iowa, Section 306.41, provides that “The Agency having jurisdiction and control over any highway in the state, or the chief engineer of the agency when delegated by the agency, may temporarily close sections of the highway by formal resolution entered upon the minutes of the agency, when reasonably necessary because of construction, reconstruction, maintenance or natural disaster and shall erect ROAD CLOSED signs and partial or total barricades on the roadway at each end of the closed highway section and on the closed highway where that highway is intersected by other highways if such intersection remains open. Any numbered road closed for over 48 hours shall have a designated detour route. The agency having jurisdiction over a section of highway closed in accordance with the provisions of this section, or the persons or contractors employed to carry out the construction, reconstruction or maintenance of the closed section of highway shall not be liable for any damages to any vehicle that enters the closed section of highway or the contents of such vehicle or for any injuries to any person that enters the closed section of Highway, unless the damages are caused by gross negligence of the agency or contractor. Tama County Supervisors authorized the County Engineer to close Tama County Secondary Roads as necessary with the actual dates of closure to be determined by the County Engineer. The following banks were designated as depositories for 2015 as follows: Tama County Auditor for $20,000, the County Recorder for $125,000, and the Tama County Sheriff for $200,000, all for the State Bank of Toledo. The County Sheriff is all authorized for $10,000 for the Farmers Savings Bank at Traer, the Great Western Bank at Gladbrook and the Lincoln Savings Bank in Tama. A resolution was approved to authorize the County Treasurer to deposit county funds in the amounts of $3,000,000 at the Iowa Public Agency Investment Trust in Des Moines, $12,000,000 in the State Bank of Toledo, in Toledo, $2,000,000 in the Dysart State Bank in Dysart, $2,000,000 in the Chelsea Savings Bank at Belle Plaine, Clutier or Traer, $13,000,000 in the Lincoln Savings Bank, $3,000,000 in the Great Western Bank, Gladbrook and the United Bank & Trust at Marshalltown for $3,000,000. Tama County appointments for 2015 are as follows; Vice Chairman, Kendall Jordan. County Buildings (including Care Facility), Tama County Economic Development, Tama County Mental Health, and the Landfill Commission, the entire Board. Decat Executive Board (DHS) and the DHS Advisory Board, Livestock Evaluation, 6th Judicial District, Tama County Day Care (dba Kids Corner Daycare, Inc.), and SATUCI, all for Dan Anderson. Alternate for Early Childhood Iowa (County Auditor as Fiscal Agent). County Emergency Management Agency (EMA), County Farm Rental, Farm Administration, Livestock Evaluation alternate, alternate for Tama County Board of Health, alternate trustee for Heartland Insurance, Tama County Day Care, NORTHEAST Iowa Response Group, Region Vl Planning Commission, R.C.&D. Commission (D.N.R. & U.S. Fish & Wildlife), Workforce Development, Local Emergency Planning Committee, alternate for Central Iowa Juvenile Detention, and alternate for County Social Services Region, all for Kendall Jordan. Larry Vest was appointed to Early Childhood Iowa (County Auditor as Fiscal Agent), Board of Health Services, Health Insurance Advisory Group, Contact Person for Health Insurance Information, County Trustee for Heartland Risk Pool Insurance, Alternate for Northeast Iowa Response Group , Central Iowa Juvenile Detention, Local Emergency Planning, County Social Services. Lyle Brehm was reappointed as Tama County Engineer and also as a Safety Coordinator for the Risk Pool Insurance. Dirk Henle was appointed Maintenance Supervisor and Weed Commissioner. Other appointments include Todd Rickert for Central Point of Coordination (CPC), Dr. Dennis Mallory (D.O.) as Medical Examiner, Michael McCune M.D. as Deputy Medical Examiner, Medical Examiner Investigators Brian Ellenbecker, Deputy Sheriff, Greg Johnson, Toledo EMS, Craig Karr, Meskwaki Police Department, John Carr ,Tama Police Department, Bruce McEltree and DalLynn McEltree, Toledo and Bruce Rhodes, Deputy Sheriff. Elizabeth Ledvina will continue a Relief Director and Veterans Affairs. County Assessor Jerry Witt will also be Zoning Administrator. Holidays scheduled for 2015 will be President’s Day on Monday, February 16, Good Friday on April 3, Memorial Day on Monday, May 25, July 4 will take Friday, July 3 as the holiday, Labor Day on Monday, September 7, Veterans Day on Wednesday November 11, Thanksgiving on Thursday and Friday, November 26 and 27, Christmas Eve Thursday, December 24, Christmas Day, Friday December 25 and the New Years Day on Friday January 1, 2016. Regular meetings will continue to be on Monday of each week at 9:30 a.m. in the Board of Supervisors room. Twenty eight residents of Tama County is picked to serve on the 2015 Tama County Compensation Commission for Condemnation Proceedings, and divided in to four areas. Licenses Real Estate Brokers and Sales Persons, Mike Wedmore and Luann Kithcart from Tama, Harlan Dirks, Jason Lekin, David Dirks, Byron Witt and Rob Wobeter all from Toledo, Ardene Cross, Clutier, Julie Elliott, Dysart, and Jamie Howard of Traer. Farm Owner Operators division include Judy Wendell and Mark Volkens of Gladbrook, Dave Bacon, Garwin, Rod Richardson and Wayne Wilcox, Tama, Barry Ewoldt of Traer, LeRoy Hoskey and Carl Wagner, Jr. Of Chelsea, Roger Ferriss, Toledo and Richard Krafka of Dysart. Iowa Code section 459.304 sets out the procedure if a board of supervisors wished to adopt a “construction evaluation resolution” relating to the construction of a confinement feeding operation structure. Only counties that have adopted a construction evaluation resolution can submit to the Department of Natural Resources an adopted recommendation to approve or disapprove a construction permit application regarding a proposed confinement feeditn operation structure. Only counties that have adopted a construction evaluation resolution and submitted an adopted recommendation may contest the DNR’s decision regarding a specific application. By adopting a construction evaluation resolution the board of supervisors agrees to evaluate every construction permit application for a proposed confinement feeding operation structure received by the board of supervisors between February 1, 20115 and January 31, 2016, and submit an adopted recommendation regarding that application to the DNR. The Board of Supervisors must conduct an evaluation of every construction permit application using the master matrix created in Iowa Code section 459.305, but the board’s recommendation to the DNR may be used on the final score on the master matrix or may be based on reasons other than the final score of the master matrix. This resolution was approved unanimously. It was voted to accept the County Department Heads appointments of staff in their offices. John Keenan, Tama was appointed to the County Conservation Board. The term running from January 1, 2015 through December 31, 2019. Sherry Parks and Sandra Whannel were appointed to the Tama County Board of Health. Carroll Wegner was reappointed to the County Veterans Affairs Commission. This term will run through June 30, 1916. Marvin Wendel of Gladbrook was reappointed to the Magistrate Appointing Commission and Jim Hines of Montour and Robert Hill of Dysart were appointed. These terms will run from January 1, 2015 through December 31, 2017.
